The State of Oregon did not request FRA inspect the tunnels. The FRA inspected the tunnels at the request of U.S. Representative Peter DeFazio. The FRA did not estimate the repairs at anything, in fact when requested to do so -- refused. Of the $23 million requested of the State by CORP only $7 million was for tunnel repair (Shannon and Wilson, CORP's consultant, estimated the repairs at just under $3 million). The remainder was for certain water crossings and track improvments, which are necessary at some point in time. Whether or not the operation is a loser is relative.
