Tualatin-Sherwood Road was indeed replaced. I was living in Tualatin and the intersection was closed for an entire weekend to remove the crossing panels, relay the track, and replace the crossing panels. The asphalt was cut away and repoured. Traffic during that weekend was a pain in the butt (since I lived on Tualatin Road at the time).

I believe the crossing signals were also replaced. If you're driving eastbound on Tualatin-Sherwood Road there is even a "sign goof" that was installed, a "Stop Here on Red" sign mounted in the center median points to the left side of the street (basically your standard sign, because 99% of the time they are mounted on the right side of the street). If you stopped there on red per the sign, you'd be prime for a head-on collision with oncoming traffic.

The track from Hall Boulevard north to the Beaverton-Hillsdale/Farmington/Lombard intersection is double track. The double-track essentially replaced Beburg Siding, and a new siding was installed.

There is also a new siding between Tigard and Tualatin.

I don't know how P&W's timetable puts it, but a casual observation would suggest that the "OE" starts south of the Tigard platform.
