Air brake question---well cars

Have been traveling a lot lately and have noticed long strings of well cars in storage in various places and have noticed that 5-packs have a set of glad hands and hoses on the sides of at least one or two of the wells. Anyone know what the purpose of having these hoses midway down the side of the cars? It would seem to me that they serve no other purpose other than to create more air leakage---primarily in winter weather---and to create another hose to fail.
