Yes. Levin-Richmond Terminal. It's switched by the Richmond Pacific Railroad, which interchanges with UP, BNSF and the contractor that operates the former SP Richmond Transfer Yard and the Richmond Belt Line.

OAT? Not sure what you're referring to. The Port of Oakland's property in West Oakland, perhaps? No coal/coke moving through there.

100%, unless the city loses the lawsuit that's likely to be brought against it by the developer and financers of the facility, or unless the developer gets a new EIR approved that this time includes the handling of coal (which would likely be tied up in cour for years, anyway).
