California 2 man crew regs

IIRC California passed a 2 man crew requirement for freight trains. What gets me thinking how can a remote operator move 4 locos and 90 cars within yard limits and qualify with those requirements, and cross grade crossing, etc.

Last week returning from SAC I spotted one of the RC jobs hooked up and pulling a string from the Oakland inter-model yard. What caught my attention was that they were headed towards Jack London instead of towards Emeryville.
