Consider that for purposes of equipment leasing, Citi is not a locomote shop with storage space but rather an office in a skyscraper. If a railroad is finished with a leased unit and no future user has been lined up, the leasing company may cut a deal with the carrier to park the units where they are; in other words now the railroad leases track to the equipment leasing company. The "fee" to the railroad might be horsepower hours on the units themselves rather than cash. There is no point in spending money to reposition units just so they can be stored somewhere else.
