Last I heard, the AZ facility had encountered problems with the state over some other issues. It also has been caught up in the rail milage tax situation. It got OK on one front, still problems impacting the facility. Smaller refineries are often closed rather than go through the costly EPA and Cal. DEQ mandated polution upgrades----they have to produce so many million gallons of refined fuel per year to justify the costs associated with the required upgrades. (Upgrades that, though required, don't actually achieve the government's desired result---in many cases.)
