The reason for the brick, or better a water filled plastic quart milk container, is that it keeps the water level high and makes for a stronger flush. Otherwise people are double flushing, which defeats the whole purpose of the exercise.

These days you can usually get part of the cost of a new low flow toilet paid for by your local water district.
