Sputtering GEVO?

I recently saw a GEVO (or maybe C44) as a DPU on a UP train. It had the usual GE chug, but it also had a hissing sound on top of it. And sometimes, it would go totally silent for a half second or a full second. But the chug and the hiss would stop during that time. But then they would both resume, and the chug would resume at the same rate - it wasn't like the prime mover had to spin back up after the silence.

What would make a unit do that?
