Nothing unusual for the Idaho & Nevada Commercial Vehicle HM permits, they are SOP in the Trucking Industry. Most every motor carrier that is Federal Licensed and Insured for Hazardous Materials Transport already buys the various state HM permits on an annual basis; it's considered just another cost of doing business. The bigger issue here is with the carriers and Owner / Operators that do not obtain such permits and licenses; perhaps due to their only hauling occasional HM loads, or perhaps due to lack of money or Give - a - $#!t. They are the ones that frequently do not have proper HM training and drivers' license endorsements, and often do not know how to respond to enroute HM incidents.
