The newspaper article was misleading...
If you go to the SMART website and look at the lengthy job requirement posted for the engineer conductor (I'm just summarizing) you will see that it says the person must be FRA Certified and exceed the requirements for a conductor... whatever that means. It says people will be an engineer one week and conductor the next. They will also be required to operate work trains and freight trains carrying SMART materials...
They are also classified as Public Officers which means they're allowed to issue citations to fare evaders and make arrests, testify in court, prepare reports etc. That seems like a lot to ask of engineer/ conductors but that's another issue.
