Crew Size

The FRA currently has proposed a "Crew Size" rule that would require 2 persons on every train with some exceptions. One of these is for passenger operations where the engineer has access to the passenger compartment to assist in various federal requirements for passenger emergency preparedness. A locomotive-hauled train would not qualify for this exception but a DMU would if it was only a single car or a single articulated car.
