WES Commuter Rail in Oregon uses two-man crews provided by Portland & Western Railroad (not TriMet employees). One is Engineer, one is Conductor. Although I have seen some Conductors and Engineers hand off during the same shift, so both are running the train at some point during the day, but I don't believe all Conductors are trained Engineers.
The Conductors do not always check for fares but sometimes do; their ability to enforce fares is either to require the passenger to pay for a fare at the next station if they don't have one, or to call a TriMet Fare Inspector or Transit Police Officer (or any other law enforcement). Or simply kick them off the train at the next stop. But when I've seen them do fare inspections they are far kinder than TriMet's own personnel who are citation happy.
