Interesting argumentation by the AAR.

Elsewhere in the world, this concept is called "Open Access".

It requires the infrastructure manager to give access to any operator in a non-discriminatory way (as long as the technical (such as signalling equipment) and organizational requirements (such as certification as an operator, or sufficient insurance coverage) are fulfilled).
