I'm an outsider but it sounds like there's some truth in what RVJrefugee says.
When the museum parted with the steam and diesel collection, the volunteers who were into those things went away with them. If WRM still had steam and diesel then there would be more volunteers to host a Railfan Day event. That seems pretty obvious.
Interesting that the consultant said WRM would have a hard time competing with the CSRM. Not sure I believe that. I have a feeling the WRM would be a stronger organization volunteer-wise and visitor-wise today if it had a sampling of steam and diesel trains.
One thing I can't know is whether WRM is better off financially as an all-trolley museum. In 2005 they received a
multi-million dollar donation that helped pay for capital projects and build their endowment. Maybe that donor was generous only because he liked the
trolleys only focus of the place?? I don't know.
