Well... yes/no.
Short answer: BNSF's Cajon line is open but probably would like to get through this fiasco with their customers intact.
Both the UP's (UP/SP)and BNSF's (ATSF/BN) mergers in the 1990's were heavily negotiated and I'm sure they agreed on conditions when each can detour over the other.
