I would suspect that Metrolink's rolling stock is owned by a government agency, but the railroad itself is operated by an outside contractor, meaning that SCAX is not technically a railroad operator. It could also be an example of equipment being owned by a paper entity and leased back to take advantage of a loophole. If Coaster is not doing this, then their equipment may not need an X.
