Not part of this "reporting marks" discussion, but the last time I checked, all of the LOSSAN ROW in northern San Diego County is owned by NCTD, which would make the ROW a property held by a public agency, and thus, not actually "private" property.

It has been my understanding that all LOSSAN ROW and tracks south of Fullerton are under public ownership (NCTD and OCTA in each respective county) for many years. Other segments, have operating and/or easement agreements, as well as some segments of "shared" public ownership of ROW in parts of LA County.
