Metrolink/NCTD made a deal with Santa Fe and got the ROW south of Fullerton and south of (CP) Atwood to Broadway in San Diego. Maintenance is split at 'County Line".
Santa Fe retained freight rights. Same deal on the Pasadena line.
Perhaps we could argue about the word public or the word private. Jails are publicly owned too. Maybe you could just saunter in there.
As far as I know Metrolink is in control of the east and west LA River lines and out to Palmdale and out to Moorpark. Whether it's a lease or what I don't know
The Santa Fe deals I have been told the ROW is actually held by Municipal bodies but I need verification on that.
Transit (not so much commuter so far) have often established station areas as you better have a ticket or you are in violation (trespass). Metrolink does some of that at Union Station with the guards. Sometime I think Fullerton should be like that. (I heard foamers Howling).
