The article is so riddled with un sourced nonsense, and sheer financial ignorance, in search of an outrageous headline, it's pretty amazing.

Everyone is refinancing long term debt taken out in the era of 4-7% interest rates, at today's lower rates (aren't you?), and so the ports are issuing cheap paper and buying back expensive debt (saving millions every year in the future which is a detail they seem to have left out of this "article").

The port has had a few cash flow issues over two years during the depth of the downturn 5 years ago requiring funds (less than $15 million during the recession on a 2 billion dollar bond issue).

Some shippers have not been able to load at the port, as the BNSF facility is still being "planned", and not yet under construction, after only 8 years, and more traffic is being drayed still to downtown, than should be. And, it should be noted that this news group has been among the most aggressive in reporting that story with a clear Nimby bias, throughout that 8 year saga.

Ports traffic is actually up now, and this is more the "sky is always falling" somewhere nonsense, so typical of an amazingly anti-business anti-infrastructure Nimby pandering local newspaper chain, best used as cat box liner......
