Following the minutes of the MTDB, it looks like the Mexicans are putting a lot of money on the Mexican part of the line. It was Carrizo Gorge Railway who embargoed the freight. Then San Diego Imperial Railroad was removed to the contract and given to the PIR. Baja Railway has to pay both PIR and the MTDB as far as I know PIR payed Holland to run a geometry truck on the line, a friend works there and according to him they ran equipment on the line last year but they were never paid, so they didn't finish the inspection.
