Any quiet zone has to be secured.

If not you blow the horn.

If there are ped crossings in the station at track level and no gate, you blow horn.

Sprinter blows horn to activate crossing signals.
The San Diego trolley rings their buzzer thingy to get peds to stop crossing in front of them.

Quiet zone or no, you blow the horn if needed.
