I thought that local communities can't regulate what goes thru their area by rail because it's considered interstate commerce and regulated by the feds so if NWP ever did get a customer that needed tanker cars in Santa Rosa or elsewhere it would seem to me that SMART couldn't be allowed to prohibit NWP from moving the cars despite its claim that it is the designated freight operator. Since these cars are stored in an existing yard in Schelville or other deliveries would be made on existing sidings in Windsor or where ever that I assume is zoned for industry Sonoma County or the cities and towns couldn't do anything about it.
