There is no denying that NCRA wandered into deep manure because they let their "bulldog mouths overload their hummingbird asses." However, I am not trying to rebut anybody’s claims – pro or con – nor defend either NCRA’s or Novato’s actions. I am only asking in a purely technical context, how can anyone meaningfully assess the impacts of actions that can not be realistically described in either engineering, geographic, economic or temporal terms? Sounds to me to be a question worthy of a 15th century inquisition. How many angels on the head of a pin? Eh, Tomas?
