I'll bite. Which major container ports in the US aren't served
by freight rail?
In essence, Mike, you just made a part of the case. Trucks and
freight are not always substitutes. In some cases, they are
complements. And when they are as they are in this case,
the presence of freight -- a requirement for the container port --
will generate an increase in both truck and freight traffic.
I guess this is another way of saying that freight does not always remove trucks from the
freeway.
