I live in Pennsylvania. Unlike California, use of ballot propositions to enact legislation is very limited. Accordingly, I do not have the ability to turn this state into an "overtaxed hell."
One year, I did vote for a local tax increase to provide more funding to the library system so it could increase its hours.
Your focus on taxes is too limiting as far as evaluating the desirability of a place. There are many other attributes (employment opportunities, state and local support for parks, education and transportation and recreational/historic/cultural amenities) to consider.
As noted elsewhere in this thread, California is state with incredible beauty and an awesome railroad scene. I have certainly enjoyed my visits to the Golden State, including a November 2014 trip to San Francisco and a February 2016 trip to Los Angeles.
That said, I can get much more house in Pennsylvania for a given home payment than I could dream of in California and clean water is much more here. If I leave Pennsylvania, I would move to to another water-endowed state such as Minnesota.
