So, I had to go look up Nestle and Hood River, appears that is a very recent proposal that was dealt some major setbacks in elections earlier this year, though it sounds like they are trying to find a way around that.

The McCloud plant was a much earlier Nestle project, first announced in 2004. Nestle purchased the old McCloud sawmill site and reached an accord with the McCloud Community Service District. Nestle and the Siskiyou County Planning Department released as Environmental Impact Report (EIR, required by the California Environmental Quality Act) at the end of August 2006, than a year later they announced it would be significantly revised and re-released in the future in response of issues raised by the thousands upon thousands of public comments. By May 2008 Nestle announced a 60% reduction in the size and output of the proposed plant, then in mid August it pulled out of its contract with the McCloud service district, but stated plans to negotiate a new contract. Nestle finally cancelled all plans to build in McCloud in September 2009, partially due to the local and regional opposition and partially because they built a new plant in the greater Sacramento area that effectively replaced the proposed McCloud plant. Nestle sold the sawmill site to a group of local investors a couple years back, and perhaps somewhat ironically they are presently engaged in permitting a much smaller water bottling plant under the McCloud Artesian Water or something similar name, which at least as of now does not appear to be generating the level of local opposition as Nestle garnered.
