Looks like NBC News needed another 'fear based' segment - this is old news.
The article omits some key issues:
- Millenium Partners mentions similar building foundations that don't reach bedrock, but those are west of the fill (former shore) line.
- Before excavation, TJPA contractors built an expensive wall around the TTC property down to bedrock in order to protect the Millenium Tower and other nearby buildings.
- At least one city department approved this questionable foundation design for a fill lot, so the city/county probably is equally liable.
The fact that the building has sunken more than predicted before TTC construction even started is pretty damning. That's the first time I've seen those pictures of concrete spalling in the foundation - wow. I'd move out of the 'fall zone' of the MT.
