The simple answer is that a few folks decided that the steam and passenger train people were a threat. So get rid of their projects and you get rid of them.
And then you trade away things that support those interests.
As for the 94 and 334, yes they are under cover. Despite uninformed opinions to the contrary, both machines can be fixed to run again. But BAERA simply does not have a significant benefactor to fund such projects. They just do not have the cash flow. They have a lot of unexplained potential but that is all. One need look no further than the carbarns to see projects a plenty. A reality check shows more well intentioned acquisitions just rotting away; hoping against hope for a financial savior some place out there. Even the much needed project of rebuilding carbarn one is beyond its expiration date by 20 years or more.
