Isn't the Eastport gateway with UP's Spokane International and "Washy" line down through Wallula considered CP's connection to that part of Washington State? UP does/did branch up into Kennewick from Wallula, not Pasco per se but still close.
There has been speculation over the years that UP was interested in selling off the Washy/SI line. CP and MRL have been the two railroads mentioned.
