Charles, I had a "duh" moment when I realized I have a book on N&W passenger trains. I checked, and the thing that strikes me about this is the amount of head end cars without an RPO. Other N&W heavyweight trains had RPOs visible. My guess now is that, in the early 1950s with much head end but no RPO and daylight in central Virginia, this is the Pelican.

The Powhatan and Pocahontas would have had lightweight cars and few, if any, heavyweight baggage in the early 1950s.
