Probably a deadline should be set for startup of operations, with penalties for delays, like Mansourian gets a paycut or the sales tax is suspended.
Once the patronage figures and farebox revenue are known then go after the insiders with a move to revoke the sales tax and/or at the very least give SMART to GGT.
