The major truck lines, with limiters or not, probably all use GPS tracking and demerit the drivers should they go too fast. But those trackers and limiters are probably (or should be) variable depending on the state, probably at 5 over - so 60 for Calif, 90 for Texas. Should the Federal Preemption thing go too far, could it be 90 everywhere?
Funny how the name-brand truckers don't seem to be involved in nearly as many bad wrecks as independents and off-brands (and no-name white-paint models). Different payment scheme, as well as the trackers & gadgets?
If you rear-end a truck, it should practically never be the trucker's fault. Rear-ending somebody is really hard to get out of as a fault accident. Basic speed law: don't hit the object in front of you, distracted or not.
Don't train engineers get fired if they overspeed by more than some minimal amount? I've heard detectors say an Amtrak was 1 or 2 over the limit, but never more than that, and usually under. Certainly, they do lose if they run a red, which isn't all that uncommon on roads, ESPECIALLY Bimmer, mid-size SUV, & hopped-up Honda drivers.
