Looks like they're following the original BART philosophy: provide a premium service - in this case apparently including the snacks & stuff that are on the ferry - to attract riders that are willing to pay a higher price (than the bus, which on GGT is already a cut above ordinary transit for comfort). The fallacy with that (as BART discovered) is that if it actually provides a useful *transportation* service (which I think it will, bypassing the uncertainty of the daily traffic congestion on 101) a lot more people will want to ride it than they expect, even at a relatively premium price. As long as the local and GGT bus systems realign to provide decent last-mile connections and coordinate passes, of course - there's ample opportunity still to mess that up. Hope there are standee poles and handrails as well as nice seats and bike racks ...
