They are going to have to cut costs and/or find more subsidy funding. The secrecy is part of holding off the day of reckoning.

Eventually taxpayers will want to pull the plug, both on SMART and NCRA-NWP, due to very poor cost/benefit ratio, as well as numerous grade crossing incidents. It will get very political and very ugly.
