It's funny that UP would say hauling the material by rail would be more expensive than by truck. Seems like they are advertising for the trucking industry. Seems like hauling new topsoil by truck instead of using side dumps is also short sited.

I guess the extra costs are all driven by having to build a spur into the site and moving the material to the railcars instead of having trucks drive right up to be loaded.
