Explanation of Espee's Brazos Bridge Over Napa River?

On the lift bridge over the Napa River pictured in the thread below there is huge chain attached to the bottom of each of the counterweights. The counterweights go up and down on a pulley system, carrying these chains up and down.

Anyone know the function of the chains?
