You got that right. First off, the trackage on the Bay Bridge wasn't ballasted (except in the tunnel and YBI station area). A friend of mine once told me that "the Short Line cars were the only ones which rang the bell going uphill" (the bell being the overspeed speed warning in the cab signal display), but I never once saw the cab signal's while light come on to indicate the train was traveling at its maximum authorized speed, even on the downhill sections. Another one is that the brake valve constantly moves between the apply and lap positions, the air brake gauges never move, yet the train keeps sailing merrily along with narry a care in the world.
