Yes, and no bus jumpers between cars because the Key prohibited them. The speed governor on the train control (cab signals) was disengaged before leaving 40th and Shafter EB, but I'm not sure whether the TC apparatus was shut off (which would have also required cutting out the penalty brake application valve).
