I am not aware of any Swiss regulations requiring cameras.
If you look at pictures of Vectrons, you won't see a side window with a fold-out mirror, and the side of the cab is solid. The only side window you see is in the door.
However, the above statement is not quite true, because the units for VR do have a side window with mirror.
It is possible (speculation on my part) that VR does not require the same crashworthiness standards as the European standard gauge network, thus allowing a side window in the cab. Of course, it is also possible that VR ordered that window as a customization.
