Cinders were from coal burning roads. Oil roads would put out carbon.

With oil, you got it sanding the flues.

With coal, you got it whether you sanded the flues or not.

The passengers back then used to get cinders in their eyes when they had the windows open or were sitting on the observation platform.

Fires? Brake shoes (cast iron), or DB grid failure in diesels.
