You can do little when you are hobbled by heavy freight FRA-AAR rules. No ramps or flyovers.

The traffic situation in the Northbay has worsened markedly just in the past several years. So San Rafael does have an argument a deteriorating bottleneck merits revisiting.

Not too long down the road tech that cannot go to the quintessential magnet destination, SF, will be recognized as a fatal error for SMART. It will take the prospect of repealing the sales tax to shake up Bosco and Huffman.
