They talked about an overpass in Sta. Rosa. That was quickly nixed - freight cannot handle ramps. San Rafael can do a lot if they are so moved. The mayor can hardline it too and start talking up a money measure for the flyover in short order. That would flush out Bosco right away.

The last thing to do would be a new transit center before the requisite grade separation at downtown San Rafael.
