If it's left over from the electric line, that would be the Napa Valley Railroad?
As for saving the track, there may be alternatives to actually rebuilding it as a railroad track. Sacramento has "tracks" in part of R Street where it's been redeveloped, but I don't think all (possibly any) of it actually is remaining real track. There's a stamped concrete product that looks very railish and has been used where places want the look and feel of tracks without the actual track which causes pavement problems over time. Folsom also used the faux tracks in parts of the plaza between the light rail station and the turntable. So if just the look, but not the feel, of steel is what's wanted one of those faux setups might be cheaper to build & maintain.
