Who's going to pay for it? The damage to the roads in the Santa Cruz mountains will probably suck off any spare cash for something like this.

I wonder what the cost would be per mile. They always act like pulling up the rails would automaticly make the ROW a good trail but they ignore the costs of turning it into a public trail. Little things like paving (or at least putting down pack rock) and maintaining it in the future.
