The plan is to use Clipper cards only. You can buy one from a machine if you need to for a single fare, but it is much easier to link it to your bank account if one is a regular user. When it gets too low my card gets $50 added.

It will be free for a month or two when it starts to get people used to it.

By the way, planning has just started for the eventual replacement of the Clipper card. They are looking at zones and fare by distance options. They want all districts to use the same fare system... Whatever it ends up being. Gee, we may actually catch up with Europe.
