According to a very small piece buried in the Portland newspaper, neither Caltrain or California High Speed Rail have been allocated access to the power grid. Story noted that
with nearly a dozen power plants west of the Mississippi scheduled to shut down to comply with emissions, power availability for such projects seems unlikely unless it's bought from Mexico.
