BOB2 makes some pretty good points re: electrification need vs want. I'd go for platform extensions and additional rolling stock before pantographs and their disruption while being built. California voters prefer economic illiterates to keep wool over their eyes so as to not admit that even the most tax happy governments face scarcity.

It's a little premature to castigate the new administration via a vis transportation funding.
