The electrification is more than just a dream for CalTrain. They have a couple of issues
--there has been a push to get to the Trans Bay Terminal rebuild. They need a tunnel and electric trains. This is a long term goal of the transit folks. 4Th and King is not the optimal terminal
--They need new trainsets. The gallery cars are terrible, and new stock is needed. Adding the Metro cars was a cheap short term fix for the current capacity issues. But they really do not want to invest in diesel given the plans
--there are non-trivial benefits to capacity. Clem Tiller
posted a useful discussion of dwell time and this issue a year ago on his site. Note that even more important than electrification is level boarding. Which implies new trainsets again.
