From one government agency to another government agency.
Either they could work out a backroom deal (you scratch my back I'll scratch your back) and something will happen, or a lot of behind the back bickering will happen and nothing will happen.
Pick your poison.
On the other hand, had the trees been on private property (as in, not owned by a government) and fallen onto public (owned by government) property, the government would demand immediate action or would come in, and then put a tax lien on the property for the cost of removal (at government wages), plus a fine, plus a "special assessment charge", plus an "administrative fee", plus late fees, interest compounded daily, so on and so forth...
But had the tables turned and it was a government owned property causing damage to private property, the expediency of repairs is dependent upon who owns the private property. If it is a highly regarded citizen, it'll be done quickly and quietly. If it is one of the 90%ers (the rest of us), the government would come up with a zillion reasons why they shouldn't have to do it, and then turn around and fine the property owner with all sorts of fines and code violations.
